What does HPA mean on a vehicle registration in Pakistan?

7 min read · Facts checked

HPA stands for Hire Purchase Agreement. On an Islamabad excise record it means the vehicle is under bank finance. The bank has to endorse the transfer form before ownership can move, so a private sale cannot complete without involving the bank. The release is called HPT, short for Hire Purchase Termination, and recording it costs nothing.

Islamabad is the one register this site can read, so this guide describes the Islamabad record. Where that register records a hire purchase agreement, it shows in the result of a plate lookup, and we print the status exactly as the register returns it.

HPA — Hire Purchase Agreement
The vehicle is under bank finance. The bank has to endorse the transfer form before ownership can move.
HPT — Hire Purchase Termination
The release of that finance, as recorded on the register. Recording it costs nothing. Hire Purchase Termination is the name Islamabad Excise's own fee calculator gives the transaction.
Any other status value
We print it verbatim. Beyond HPA and HPT we have found no departmental legend, and we would rather show you the raw value than invent a meaning for it.

How do you check whether a vehicle is on HPA?

For an Islamabad plate, enter the number below. Islamabad's official vehicle lookup asks for two things: the registration number and the registration date. Get the date wrong and the portal returns nothing at all, which looks exactly the same as a vehicle that does not exist. Here the plate is enough.

Check an Islamabad plate now

Islamabad is the one register we can answer, and you need only the plate. For a vehicle registered anywhere else this box will not find it, and an empty result means we did not look.

Any format works, ABC-1234 or abc 1234.

Registration date (optional, helps Islamabad)

Just the year narrows it; the month narrows it more; the exact date is instant. It is printed on the registration card.

Punjab's MTMIS lookup needs the vehicle number, the registration date and a picture captcha, and Sindh's asks for the registration number behind a Google reCAPTCHA, so you would run those yourself. Excise Sindh's lookup shows an HPA tile at a glance, next to tax payment, CPLC and safe custody: on a lookup run on 8 October 2026 it read 'HPA Clear'. We have not verified whether Punjab's record shows HPA. The Punjab and Sindh pages explain both, and the letters on the plate will not tell you which register holds it.

Can you buy a car that shows HPA?

Yes, but ownership cannot move to you until the bank has endorsed the transfer form. HPA is a statement about finance, not about theft, tax or condition. It tells you that a bank has a say in the sale.

Three other Islamabad rules apply to the same transfer, and the transfer guide covers the rest of the process:

Involve the bank before the money moves. If the record shows HPA, the seller cannot hand you ownership on their own. Have the bank's endorsement on the transfer form, or the release recorded as HPT, before you pay. Ask the bank what it requires.

How do you get HPA removed from a vehicle registration?

The register shows the release as HPT. In Islamabad, recording the release, called HPT, costs nothing. That says nothing about what the bank requires before it releases the finance, or how long that takes. No official source we found publishes either, so ask the bank.

Islamabad Excise lists Hire Purchase Termination as a transaction in its own right on its Post Registration Fee calculator, next to Hire Purchase Agreement and Transfer of Ownership. That calculator carries the department's own warning that its information may be partially or completely incorrect or out of date, so confirm anything it tells you at the office.

Punjab Excise does publish what its office needs from you to end an HPA. Its vehicle registration page lists, for Termination of Hire Purchase Agreement:

Confirm the list before you go. That page does not mention the biometric verification Punjab introduced for registration and transfer in early 2026, so it may not be the whole of what the office asks for today.

If you are selling, involve the bank before you agree a handover: while the record shows HPA, ownership cannot move to the buyer without the bank's endorsement. Until the transfer is done the register still names you. The duty to report the transfer within 30 days is the buyer's, so it is worth making sure it actually happens.

Does HPA mean the same thing in Punjab and Sindh?

The term is not unique to Islamabad. Punjab Excise publishes a fee table headed Endorsement of Hire Purchase Agreement. What we have verified in detail, that the bank must endorse the transfer and that recording the release as HPT costs nothing, comes from Islamabad. We have not verified how either province handles it, and this site cannot check a Punjab, Sindh or Khyber Pakhtunkhwa record.

Punjab's HPA fee table contradicts itself. On the department's own rates page, the fee for endorsing a hire purchase agreement on a vehicle above 1800cc is lower than the fee for one between 1001cc and 1800cc. That looks like a misprint, and the same department publishes two different transfer fee tables on its own website. We are not quoting a Punjab figure. Get the total at the counter.

What does HPA not tell you about a vehicle?

Common questions

What is the full form of HPA and HPT on a car record?
HPA is Hire Purchase Agreement and HPT is Hire Purchase Termination. On an Islamabad excise record, HPA means the vehicle is under bank finance, and the bank has to endorse the transfer form before ownership can move. HPT is the release of that finance, and recording it costs nothing. Those are the only two status values we can explain. Any other value we print exactly as the register returns it.
How can I check HPA status online?
For an Islamabad plate, enter the registration number on this page. The excise record shows HPA where the register holds a hire purchase agreement, and you do not need the registration date. For Punjab and Sindh, the departments run their own lookups, and we have not verified whether their records show HPA.
Does HPA mean the car is stolen?
No. HPA is about finance: it means a bank is involved in the sale. It says nothing about theft, and neither does a record without HPA, because an excise record is a tax and title record, not a theft check. For that you need a police check. In Punjab, a Police Khidmat Markaz checks a vehicle against police records for Rs 500 for a motorcycle or Rs 2,000 for anything else. Ring your nearest centre first.
How much does it cost to clear HPA from a vehicle?
In Islamabad, recording the release, called HPT, costs nothing. That is not the whole job. What the bank requires before it releases the finance is a separate matter, and no official source we found publishes it, so ask the bank. We have not verified whether the release is free in Punjab, Sindh or Khyber Pakhtunkhwa, and this site cannot check records from those registers.
Can this site show HPA for a Punjab or Sindh vehicle?
No. This site reads the Islamabad register only, from the plate alone, and it cannot check a Punjab, Sindh or Khyber Pakhtunkhwa record. For Punjab and Sindh you would use the departments' own lookups. We have not verified whether either of those records shows HPA, so do not treat its absence there as proof that a vehicle is free of bank finance.
