9771 petrol subsidy registration: SMS format, province codes and registration date
To register for the Prime Minister's fuel relief scheme, send REG, your CNIC, the vehicle's registration number, the province letter and the registration date to 9771, from a SIM registered on that CNIC. It takes Rs 100 a litre off petrol for motorcycles, three-wheelers and cars up to 800cc.
Facts checked against the scheme's official website, pmfuelrelief.pk
The 9771 SMS format
REG <CNIC> <Plate No> <Province Code> <Registration Date>
- REG, then a space.
- Your 13-digit CNIC number, then a space.
- The vehicle's registration number, without dashes or spaces, then a space.
- The province letter: the first letter of where the vehicle is registered, such as S for Sindh or P for Punjab. Then a space.
- The registration date as eight digits: two for the day, two for the month, four for the year. 2 September 2026 is 02092026, not 02SEP2026.
Send it to 9771. For a vehicle ABC-1234 registered in Punjab on 2 September 2026, everything after the CNIC reads ABC1234 P 02092026. You register once; the official site says it does not need repeating.
Put your message in the right format
Type the registration number as it is on the plate and pick the date from the registration book. This sets out the part of the message that describes the vehicle, ready to send after your CNIC.
REG <CNIC> <Plate No> <Province Code> <Registration Date>
Nothing you type here is sent to us: the message is put together in your browser. We never ask for a CNIC.
9771 province codes
| Vehicle registered in | Letter |
|---|---|
| Islamabad | I |
| Punjab | P |
| Sindh | S |
| Khyber Pakhtunkhwa | K |
| Balochistan | B |
| Azad Jammu & Kashmir | A |
| Gilgit-Baltistan | G |
Use the letter for where the vehicle is registered, not where you live. All seven are in the official site's registration steps; a shorter list in its FAQ leaves out Islamabad and Gilgit-Baltistan.
Which registration date, and where to find it
The official instruction is to write the date recorded in the vehicle's registration book. Put a 0 in front of a single-digit day or month, so the date is always eight digits with no spaces: 5 March 2019 is 05032019.
- It is the registration date, not the purchase date
- They can be different days. An Islamabad excise record, for one, carries the purchase date as a separate field.
- Punjab's MTMIS will not tell you
- When we checked on 4 October 2026, MTMIS asked for the registration date before showing anything, in place of the chassis number it used to ask for. MTMIS Punjab and the registration date.
- Islamabad's official lookup will not either
- It also matches on the registration date as well as the number. Islamabad vehicle verification.
- Sindh's lookup takes the plate, but its result has no registration date
- Excise Sindh's Online Vehicle Verification asks for the category and the registration number, behind a security check. Its result lists the make, model, engine number, owner name and class, but no registration date: we ran one on 8 October 2026. Sindh vehicle verification.
So the registration book, or the smart card that replaced it, is the place to look. How to find a vehicle's registration date.
Who can register for the petrol subsidy
| Motorcycles and three-wheelers | Cars up to 800cc | |
|---|---|---|
| Registered on or after | 1 January 2006 (a table on the official site says 2011) | 1 January 2006 |
| In the applicant's own name? | Not required | Required |
| Owner at the pump? | Not required | Required |
| Mobile number | Registered on the CNIC in the message | Registered on the CNIC in the message |
The official site gives two cut-off dates for motorcycles and three-wheelers. Its eligibility section and one FAQ answer say the registration must be 1 January 2006 or later. A table further down the same page says 1 January 2011. A vehicle registered before 2006 is not eligible either way. For one registered from 2006 to 2010, the reply to your SMS will settle it.
The official site says each registration is checked automatically against NADRA and excise records.
How much you save, at today's price
Rs 100 comes off every litre, at whatever the price is on the day you use the token. The price is not fixed, so what you pay moves with the petrol price.
| Motorcycles and three-wheelers | Cars up to 800cc | |
|---|---|---|
| Petrol per token | 5 litres | 10 litres |
| Token valid for | 7 days | 10 days |
| A new token | Once a week | Once every 10 days |
| Saving per token | Rs 500 | Rs 1,000 |
| Cost today without it | Rs 1,951.15 | Rs 3,902.30 |
| Cost today with it | Rs 1,451.15 | Rs 2,902.30 |
Worked from OGRA's official petrol price of Rs 390.23 a litre from 16 October 2026, which is Rs 290.23 with the relief. A pump can charge slightly more than OGRA's price, because it adds the cost of trucking fuel from the depot. The official site describes the relief as Rs 100 off the prevailing rate on the day.
Getting a token and using it at the pump
- Before you go to the pump, send TOK to 9771.
- The reply is an SMS with your token number.
- At the pump, show the token. The operator enters your registration number and the token number into an app, which checks the token.
- You pay that day's price less Rs 100 a litre, and get a confirmation SMS afterwards.
- One token at a time
- A new token is not issued while one is active. Use it, or wait for it to expire.
- One fill
- The quota on a token can be used in a single transaction only.
- Tied to the vehicle
- The token is checked against the registration number, so it cannot be used for another vehicle.
- Not everywhere at once
- Registration is open across the country. The official FAQ says you can get tokens once the facility is active in your area.
Five wrong messages block you for eight hours
The official site says 5 wrong messages get your messages blocked for 8 hours. Before sending, check these against the registration book:
- The registration number has no dashes and no spaces inside it.
- The province letter is for where the vehicle is registered.
- The date is eight digits, day first, with no month name and nothing between the digits.
- The CNIC in the message is the one your SIM is registered on.
Replies people have searched for
These two reached this site as Google searches, typed word for word, which is how we know them. We have not found an official list of the replies and their causes, so the notes below go no further than the official instructions.
رجسٹریشن ناکام۔ براہ کرم سواری کا نمبر اور صوبائی کوڈ چیک کریں۔
“Registration failed. Please check the vehicle number and the provincial code.”
The two fields it names are the registration number, which goes in without dashes or spaces, and the single letter for where the vehicle is registered.
فارمیٹ درست نہیں۔ اس فارمیٹ میں بھیجیں: reg <cnic> <plate> <province> <ddmmyyyy>
“The format is not correct. Send it in this format: reg, CNIC, plate, province, DDMMYYYY.”
The message needs all five parts in that order, with one space between each and the date as eight digits.
For anything else, the scheme's helpline is 9771, which the official site says is open around the clock, every day.
Is the 9771 SMS free?
Two official sources disagree. Radio Pakistan reported on 17 September 2026 that the registration SMS had been made completely free on the Prime Minister's directions. When we checked on 4 October 2026, the scheme's own site still said a charge of Rs 1.25 plus tax applies.
The official website and helpline
- Website: pmfuelrelief.pk
- Radio Pakistan names it as the official website, and its footer reads “Powered by NITB”. It is in Urdu, and it is an information page: there is no form on it. Registration is by SMS.
- Helpline: 9771
- Call 9771 from any mobile network, at any hour, for a token that has not arrived, a complaint about a pump, or help with the SMS. Petrol pump owners call 9772.
- Sites with similar names
- Search results for the scheme are crowded with sites named after it on other web endings. None of them is needed to register, and a page that asks you to type your CNIC to register online is not how the scheme works.
